Hello Jack,
I agree with Kent about your drone reeds.You should test your drone reeds mouth blown in drones one at a time to make sure they sound smooth and steady and able to rake the estimated air pressure to keep sounding. The fine optimum setting is very important to a good tone and steadiness of the drones. You should have a reasonably good teacher or be in a reasonably good pipe band to get help in this regard. There should be clues to help you in tuning setting up a bit etc., in my website if you look at the items left of the main page.

Make sure the reeds are dry. you may have to move the bridles back a little (away from the free ends of the tongues) to allow more air flow.
