It is relatively difficult to learn to play the Highland Bagpipe reasonbaly well, like other musical instruments. However, one can learn fairly quickly to playa simple tune earlier than recommended by having the music very simplified, and having it played badly. Good dexterity is necessary, including certain basic correct fingering between hands.
The cost of a set of bagpipes is relatively expensive, even the cheapest good sets. See bagpipe manufacturers' websites. It is normally the practice to commence learning with a smaller practice chanter (see bagpipe sites)to develop one's skills etc. Music reading is relatively easy in Highland bagpipe music once you have the basics. The big point is setting up the bagpipe properly with setting of the reeds which demands good experience and help. There are many basic beginners' tutorial books, some with CDs, and our interactive DVDs that have PDF manuals with links to video and audio demonstrations.
I would not recommend your idea.

I trust this helps.
